Bucky is alive.
It's a trick from Loki. That much is made especially clear after the doppelganger knocks him out. It's a trick, but it works.
Bucky is alive.
It sticks in his mind, growing like a virus. It keeps him awake at night. He sees Bucky's face in crowds and shadows, haunting him like a ghost. The pain of losing Bucky is still so real, too. From his perspective, he hasn't had long to mourn at all and maybe he just isn't ready to let go.
Bucky is alive.
He tells everyone at SHIELD that he's fine. If he shares the phantom of Bucky with them, they'll only think he's crazy. He knows how it sounds: like he can't let go. Maybe he can't. Maybe he doesn't want to.

Still, Loki's attack on New York proved that the world needs protectors. It might need Avengers sometimes, but in the day to day, it needs SHIELD, too, and Steve needs a purpose. SHIELD can give him that. He wants to protect people and he knows he can do the most good here. It's not that he necessarily trusts Fury, but the opportunity to help on this scale isn't one he's going to walk away from.

Steve takes his missions as they come. He trains and he learns about the world around him. His latest mission is to protect a Russian diplomat. He can't know why they're concerned for the man's safety. It's apparently above his clearance, but from what he has been told, a small army might be coming for him. Either way, Steve takes it seriously. The windows of the hotel room are closed and covered and any time there's a knock on the door, it's Steve and Steve alone who answers it.
